I would like to see a Dashboard Lable Element (actually several... five would cover all of my issues) that looks at a file or table for it's (their) data.

The reasoning behind this is that I have several Dashboards the contain the same Label elements that change from tournament to tournament. Currently these are future tournament dates and game information. It's a pain to update them all for each upcomming tournament. Being able to update them all in one location would be a great help, and if they were contained in a simple text file it would be even easier.

Have you checked out the scrolling marquee announcement widget?

You put announcements in one or more collections (in table form), them simply point your theme at the collections you want displayed.

I think that's exactly what you need. Let me know if you need more explanation, since there's no help on it yet.

Can the scrolling marquee be set to a static mode?

Define static mode.

If the text is short enough to not require scrolling, it won't scroll. Sounded like you had quite a bit of text, though.
