When you resize the new tournament wizard too small, no scroll bars are displayed. So objects off the screen are no longer acccessible unless you resize the wizard larger.

I think I've worked out a good way to handle this...

And really, it applies to every panel in the app.

Essentially, for each panel, I need to identify the "minimum size before scrolling takes over" and implement that.
