I'm sure this is an easy fix, but I can't seem to figure it out.

For my league, I want to hold back 15% of the total prize pool at each tournament for the overall league winners. So if I had 20 buy ins at $30 each, and 4 rebuys at $30 each, that would put the total prize pool at $720.

I would want to hold back $110 (15% is technically $108, but I want to round to the nearest $5) and pay out $610 at that tourney.

How do I set this up in TM?

When you define the chip purchase options, you define how much of it goes to the tournament prize pool, how much is house rake, and how much is league rake (to go to league prize pool).

So, you'd set up a buy-in as follows:
Prize pool contribution: $25.50
House rake: $0.00
League rake: $4.50
Total: $30.00

That works for the most part, but I have run into an issue.

I have 18 players, with a $30 buy in. I want to rake 15% of the prize pool, so I set it up so that for each buy in $25.50 goes to the prize pool and $4.50 goes to the league.

But in this case, that makes the prize pool for this tourney with 18 players $459. I want all figures rounded to the nearest $5, so the tourney would have a $460 prize pool and $80 would be held back for the league. How do I do this?

I challenge the importance of rounding the league prize pool at all. Attempt to sway me.

All of my payouts are rounded to the nearest $5 so that I do not have to deal with $1 bills, as no one pays with $1s. If the prize pool for a tourney is $459, I will have to have $1 bills on hand to make the payouts.
